集体生态公益林经营承包制和股份经营制管理的探讨——以理县集体公益林管理为例

Discussion on the Management of Collective Ecological Public Forest between Household Contract System and Joint Stock Management System——Taking Lixian Collective Public Forest Manage ment as an Example

摘要: 针对我国林改后集体公益林管理现状,分析了采取家庭经营承包制的集体公益林管理问题,结合理县的管理实践,探讨了理县采取的股份经营制集体公益林管理方法。分析认为,家庭经营承包制和股份经营制哪种制度更适合集体公益林,不能一概而论,需要针对各地的林业、经济和社会等情况具体分析。

Abstract: According to China's reform of forest land ownership after collective forest management status,analysis was made of collective forest management problems of household contract system.Combined with management practice in Lixian County,discussion was made on joint stock management system management methods of Lixian County collective ecological public forest.Analysis results showed that the household contract system or stock management system,which was more suitable for the the collective public forest,needed to be analyzed according to forestry,and economy and the social situation.
