集体林权制度改革中的投融资渠道及效果分析——以四川省蓬安县为例

Analysis of Investment and Financing Channels and Effects of the Collective Forestry Right System Reform——Taking Pengan County of Sichuan Province for an Example

摘要: 本文在综述集体林权制度改革中的投融资源渠道基础上,以四川省蓬安县为例,系统分析了该县集体林权制度改革中的投融资情况。蓬安县在传统财政渠道基础上,积极探索和实践将信贷和保险等金融产品引入集体林权制度改革之中,较好地解决了林业投融资难和林农无法抵御大灾大祸的现实问题,促进了集体林权制度改革后的林业发展。

Abstract: On the basis of summarizing the investment and financing channels of collective forest tenure reform,taking Pengan county in Sichuan Province as an example, this paper systematically analyzes the investment and financing situation of the collective forest right system reform in the county.With the traditional financial channels,Pengan County actively explore and introduce credit and insurance and other financial products into the collective forest right system reform,solving the difficulty of forestry investment and financing and the realistic problem of farmers that they can not resist the disaster,promoting the collective forest right system reform of forestry development.
